Chairman: The Chairman is the head of the club and will decide its general direction, give support and aid to sponsors of speakers and events, coordinate day-to-day operations, represent the DCR both in the North Carolina Federation of College Republicans and as its official spokesman, and preside over the Executive Board. The Chairman should be an undergraduate Junior at minimum for the term of Chairmanship, unless all present at Spring elections unanimously agree to suspend this rule.
Vice-Chairman (1-2): The Vice-Chair(s) is(are) in charge of all programming aspects of the DCR. Their duties involve program creation, administration, and evaluation. Additionally, the Vice-Chairs are in charge of recruitment of Freshmen. in the case of a vacant Chairman’s position, the Vice Chair will take over as Acting Chairman until the next Spring election. In the case of two Vice-Chairs, the Executive Board must choose by 2/3 supermajority a new chairman between the two. The winner will become Acting Chairman while the loser will be sole Vice-Chairman. The Vice-Chairs should be Sophomores, but may be Juniors or Seniors.
Treasurer: The Treasurer, along with the Chairman, is responsible for accounting for the club balance, applying for funding to the appropriate group, and insuring spending is kept in check. Both the Treasurer and Chairman must agree to an expenditure, and if either one is opposed, the expenditure may not come from the DCR treasury. This opposition must be for fiscal and not ideological reasons. The Executive Board may override either one by a 2/3 vote, depending upon its preference. The Treasurer may only not be a Freshman.
Secretary: The Secretary will be responsible for all DCR communications, including facebook events, e-mails, and other related duties. Additionally, the Secretary will be responsible for recording minutes at Executive Board meetings. Finally, the Secretary is responsible for the upkeep of the DCR website and facebook group. The Secretary should preferably be a Sophomore, but may be a Junior or Senior.
Outreach Coordinator: The Outreach Coordinator will be in charge of all “outreach” or correspondence and communication with related outside groups like the NCGOP, NRA, and other such groups except for the NCFCR, which is given to the Chairman. The Outreach Coordinator is also responsible for monitoring the press and suggesting response plans in case the DCR must respond to public attacks. The Outreach Coordinator may not be a Freshman.
DCR/DCU Liaison: The DCR must value its relationship with the DCU and must coordinate if the Conservative cause on campus is to flourish. At least one member must serve on each board.
Class Reps: Each class (Sophomore, Junior, and Senior) may have no less than one but not more than two “representatives” to serve on the board. The Rep must be from that class it represents. By January 1 of any year, the Chairman is responsible for appointing at least one Freshman to the board to be the Freshmen Representatives. The Chairman may not appoint more Freshman than one half the population of the board. These must be confirmed by majority vote by the rest of the board. These Freshmen are to be considered full voting members of the board and equal to the other Class Reps in power.
Executive Director: The ED is to serve as the chief of staff and first adviser to the Chairman. The ED must have been a previous club chair. This includes both previous DCR chairs as well as any graduate student who served as club chair in his or her respective undergraduate institution. If no such person fits this criteria, the ED will remain vacant and the Chairman will rely on an appointed “Chief of Staff” approved by majority vote of the board.
